In February 1999, the enterprise held Binzhou No. 1 cotton mill, restructured and established "Binzhou Weiqiao Textile Co., LTD.", which turned losses into profits that year. In October, a thermal power plant costing 120 million Yuan and generating 200 million kilowatts of electricity a year was put into operation. In November, Weiqiao Textile Co., Ltd. was established.
